West Palm Beach's Nora District: What the $1 Billion Redevelopment Means for Homeowners

West Palm's Old Warehouse Strip Is Now a $1 Billion Neighborhood

For most of the last century, North Railroad Avenue just north of downtown West Palm Beach was the stretch you drove past. Warehouses, loading docks, self-storage and a freight line. Today it has cobblestone streets, H&H Bagels, Le Labo and Warby Parker. A boutique hotel from the team behind The Bowery in New York is planned to open this fall.

It's called the Nora District (short for North Railroad Avenue), and it's a roughly $1 billion redevelopment of about 40 acres. If you own a home in West Palm Beach, or you're thinking about buying in Palm Beach County, here's what's open, what's coming and what it could mean for home values nearby.

Where Nora Is

Nora runs from about Seventh Street north to Palm Beach Lakes Boulevard, between North Dixie Highway and the FEC railroad tracks. The developers are NDT Development (West Palm Beach), Place Projects (the Miami firm that helped build Wynwood) and Wheelock Street Capital.

Instead of knocking the old buildings down, they restored 13 warehouses from the 1920s and built new space in between. The City Commission approved the district rules in 2022, and construction started in 2023.

What's Open Right Now

Phase one is about 156,000 square feet of shops and restaurants plus creative office space upstairs. Some of what's open:

  • Food and drink: Del Mar, Sports & Rec, Loco Taqueria & Oyster Bar, H&H Bagels, Sunday Motor Co., Van Leeuwen Ice Cream and Celis Juice Bar
  • Fitness and wellness: [solidcore], IGK Salons, Sana Skin Studio and The Spot Barbershop
  • Shopping: Le Labo, Warby Parker, mint, Pompanos and ZenHippo

Not every opening has stuck. Juliana's Pizza, the famous Brooklyn pizzeria, opened in November 2025 and closed in June 2026. A wine bar concept called Vesta is taking over that space. The lesson is simple: the shops opened before the neighborhood did. The hotel and the housing are what fill it in.

The Nora Hotel Is Targeting This Fall

The Nora Hotel is a 201-room boutique hotel at 1135 North Railroad Avenue from BD Hotels, the group behind The Bowery and The Mercer. The Palm Beach Post reported it is scheduled to open to guests on October 19, 2026. Hotel dates tend to slide, so I'd treat October as the target, not a promise.

The big draw is Pastis, Stephen Starr's Parisian brasserie from New York's Meatpacking District, on the ground floor. There's also a rooftop pool deck with a restaurant and bars, plus a Sisley Paris spa.

The Homes Are Coming Next

This is the part that matters most for real estate. Future phases are planned to add close to 750 homes.

  • Nora House (for sale): An 11-story building at 1105 North Dixie Highway with 117 condos, two to four bedrooms. The sales team told WPTV prices start in the high $1 millions and go up to about $5 to $6 million. Groundbreaking is expected in 2027, with completion around 2029. There's a sales gallery at 955 North Railroad Avenue.
  • Rentals: A roughly 350-unit apartment building, including 52 workforce housing units, is planned for the same block, also targeting 2029.
  • More in review: In August, The Palm Beach Post reported two more 11-story mixed-use buildings, Nora West and Nora East, were in city review.

Keep in mind this is all pre-construction. Plans, prices and timelines can change before anything gets built.

What This Means for Homeowners and Buyers

  • Northwood and Old Northwood owners: These historic neighborhoods sit near Nora. The investment may influence nearby sales over time, but it does not guarantee higher values for any particular home.
  • Buyers: If you're shopping near Nora, part of the story may already be priced in. Look closely at recent comps, not just the headlines.
  • Condo buyers: Nora House is luxury pre-construction. For context, the Palm Beach County condo and townhouse median was $300,000 in August 2026, so most condo buyers in the county are shopping in a very different price range. There are plenty of resale options nearby too.
  • Anyone who commutes: The Brightline station on Evernia Street is about half a mile to a mile away, so living here and taking the train to Miami or Orlando is a real option.

There's also a fair question about who benefits. The Northwest Historic District, West Palm's historically Black neighborhood, is in this same part of the city. How the growth around Nora affects longtime residents is worth watching.

Worth a Visit

Even if you don't care about zoning, it's a good day out. Grab a bagel or coffee, walk the 800 to 1000 blocks of North Railroad Avenue, and finish with ice cream. Parking runs on the ParkMobile app, and the first hour in the premium lots is free. It's about 45 minutes to an hour from Coral Springs or Parkland, and less from Boca.
